Title: Öffentliche Förderung von Organisationen des Dritten Sektors im Sozial- und Kulturbereich
Abstract: Das weite Spektrum von Initiativen und Organisationen des Dritten Sektors in Deutschland reicht von großen Körperschaften wie den Wohlfahrtsverbänden, Kirchen und Gewerkschaften über die vielfältige Vereins- und Stiftungslandschaft bis zu kleinen, selbstorganisierten bzw. gering formalisierten Initiativen und Projekten. Der Dritte Sektor stellt eine bedeutende Wirtschaftskraft dar, weist eine hohe arbeitsmarktpolitische Relevanz und einen hohen Anteil öffentlicher Finanzierung auf. Dominierend sind die Bereiche Gesundheitswesen und Soziale Dienste, die auch am stärksten öffentlich finanziert und vor allem durch die Wohlfahrtsverbände und Kirchen geprägt sind. Das größte Ausmaß an ehrenamtlichem Engagement in Initiativen findet sich dagegen in den Bereichen Kultur, Freizeit, Sport sowie Umwelt. Hier deutet sich an, was zunehmend unter dem Begriff „Wandel des Ehrenamtes“ diskutiert wird. Kristallisationspunkte freiwilligen Engagements sind in abnehmendem Maße die großen, oft weltanschaulich ausgerichteten Organisationen (Kirchen, Wohlfahrtsverbände, Gewerkschaften, Parteien) bzw. die etablierten Vereine und in zunehmendem Maße Selbsthilfegruppen, freie selbst-organisierte Initiativen, Gruppen und Projekte. Vor diesem Hintergrund liegt der Fokus dieser Expertise auf den Problemen und Perspektiven der öffentlichen Förderung typischerweise kleinerer, häufig spontan entstehender Initiativen und Vereinigungen. Ausgehend von einem breiten Förderungsbegriff (Recht, Geld, Überzeugung, Infrastruktur) konzentriert sich die Untersuchung dabei auf die kommunale Förderung von Initiativen sowie die Verbesserung der Rahmenbedingungen für die Kommunen durch höhere föderale Ebenen. Untersucht werden Dritte Sektor-Organisationen exemplarisch in drei Bundesländern (Baden-Württemberg, Nordrhein-Westfalen, Freie und Hansestadt Hamburg).
