Title: The Financing of Poland's Structural Policy from the EU Budget in 2007–2013
Abstract: W latach 2007—2013 głównym beneficjentem pomocy strukturalnej z budżetu ogólnego UE będzie Polska. Podstawowymi źródłami finansowania tej pomocy będą fundusze strukturalne (Europejski Fundusz Rozwoju Regionalnego i Europejski Fundusz Społeczny) i Fundusz Spójności. Przyznane dla Polski środki pomocowe zostaną wykorzystane na realizację 5 ogólnopolskich programów operacyjnych i 16 regionalnych programów operacyjnych oraz programów europejskiej współpracy terytorialnej. Zakłada się, biorąc pod uwagę doświadczenia innych krajów członkowskich UE, w tym szczególnie Irlandii, że w Polsce wykorzystanie pomocy unijnej będzie miało wpływ na poprawę podstawowych wskaźników makroekonomicznych, takich jak: inwestycje, zatrudnienie, bezrobocie, produktywność, handel zagraniczny. Syntetycznym wyrazem zachodzących w gospodarce zmian będzie natomiast przyspieszenie tempa wzrostu gospodarczego. W konsekwencji wykorzystanie funduszy pomocowych powinno przyczynić się do zmniejszenia dystansu w poziomie rozwoju społeczno-gospodarczego dzielącego Polskę od „starych” krajów UE.
