Title: Fiskalischer Föderalismus: Theoretische Grundlagen und Studie Ungarns
Abstract: Seit Beginn der neunziger Jahre befindet sich Ungarn in einem Transformationsprozess, der es hin zu einer Marktwirtschaft westlicher Auspragung als demokratischer Staat tragt. Teil dieses Transformationsprozesses war und ist es, einen foderalen Finanzausgleich zu kreieren bzw. aufgrund hinzugetretener Herausforderungen weiterzuentwickeln. Die Implementierung des fiskalischen Foderalismus ist nur ein Teil des Transformationsprozesses, der mit den anderen Problemkreisen der Transformation eng verbunden ist. Das zeichnet die besondere Schwierigkeit der Errichtung eines Systems des foderalen Finanzausgleichs in Transformationsstaaten aus. Ziel dieser Arbeit ist es, einen Beitrag zu leisten, anhand theoretischer Betrachtungen das derzeit in Ungarn bestehende System des foderalen Finanzausgleichs hinsichtlich der dezentralen Ebene zu erfassen, darauf aufbauend Reformbedarfe zu identifizieren und potentielle Reformlosungen aufzuzeigen. Die Forschungen ergeben ein eindeutiges Bild: das System des ungarischen foderalen Finanzausgleichs ist gemessen an den aus der okonomischen Theorie des fiskalischen Foderalismus abgeleiteten Anforderungen an einen optimalen foderalen Finanzausgleich zu reformieren. Betrachtungen moglicher Reformoptionen und der Reformmodelle, die derzeit in Ungarn diskutiert werden, sind entsprechend im Blickwinkel der Untersuchung.
