Title: Guidelines for left-turn phasing at signalized intersections
Abstract: Separation of left-turning vehicles at signalized intersections has long been a concern of the safety community, and guidelines for the installation of left-turn phasing have been developed in the past. This study presents the development of such guidelines based on accident data collected at the state of Kentucky and delay data simulated for a variety of intersection characteristics. The guidelines presented here consider a number of variables including left-turn volumes, accident rates, product of opposing and left-turn volumes, and left-turn delays. The study also shows that the selection of the appropriate left-turn treatment is a process where trade-offs between safety and delays may be required, and that the use of single-variable rules are usually not adequate in determining the appropriate left-turn treatment.
