Title: A RAIL FREIGHT FORECASTING MODEL FOR THE STRATEGIC RAIL AUTHORITY
Abstract: This paper describes how the UK Strategic Rail Authority (SRA) is responsible for developing strategies for both passenger and rail freight. The transfer of freight from the road to the rail has a high priority. In order to aid the development of this strategy, and to understand the potential for the growth of freight, a policy-sensitive freight demand forecasting model was devised. The initial version of the model, which was delivered August 2000, produced only national forecasts, and the revised version, delivered March 2002, is capable of use with regional and corridor data. The philosophy behind this model has been to combine an econometric approach to forecasting total freight transport demand using the real world understanding of the transport decision-making process. In order to achieve this, the study team combined the forecasting expertise of Leeds ITS, the freight expertise and transport modeling expertise of Sinclair Knight Merz, with the practical railway experience of AEAT rail and specialist advisors with an intimate understanding of the freight market and the results are discussed in the paper.
