Title: AREA-WIDE TRAFFIC RESTRAINT MEASURES: ANALYSIS OF ACCIDENTS IN BERLIN-CHARLOTTENBURG --ROAD USER BEHAVIOR. THEORY AND RESEARCH. PAPERS PRESENTED AT THE 2ND INTERNATIONAL CONFERENCE ON ROAD SAFETY HELD IN GRONINGEN, NETHERLANDS, AUGUST 1987
Abstract: This investigation determined the effect of area-wide traffic restraint measures (verkehrsberuhigung) on traffic safety carried out in berlin-charlottenburg. The procedure chosen was a before and after study using a control group. The evaluation of the data -in this case the records of accidents taken by the police -was made by means of all available statistical test procedures that are suitable for application to accident statistics. The zone of investigation was split into three areas in which different measures for traffic restraint were taken: area 1 featuring speed reduction by reconstruction measures; area 2 featuring a 30 km/h speed limit; and area 3 where no modifications were made but where, considering the traffic handling and the road system, a certain speed reduction was to be expected due to the measures taken in 1 and 2. The verkehrsberugigung in charlottenburg resulted in significant reductions in the accident rates. Road reconstruction measures turned out to be more effctive than speed limits. No negative effects caused by the shifting of traffic into other areas, such as tangent major roads and adjacent areas, were observed. For the covering abstract of the conference see IRRD 815404.
