Abstract: Pedestrians as a group of unprotected road users must be treated in Poland as a group of the highest accident risk. It refers not only to urban traffic conditions and to roads through small towns and villages, but also to roads in rural areas. From analyses of road accident statistics it appears that in urban areas accidents involving pedestrians make up 50% of all recorded accidents (without collisions) and these accidents are characterized by high severity. High risk of pedestrian safety on rural roads presses safety professionals to make a good diagnosis and to develop strategy for an improvement of pedestrian safety in rural areas, taking into account not only very important road users behavior, But also land use and road planning and design. Legal regulations regarding land use planning, land use policy and practice in rural and suburban areas are not conducive to safety of pedestrian traffic and are unfavorable for efficient use engineering and technical measures to improve road safety. Scattered buildings and development on both sides of roads, frequent access to house and field do not help to improve road and pedestrian safety. The analysis presented in this paper show to what extent improvement of pedestrian safety without changes in land use planning and designing of and their environment are possible.
