Abstract: Market structure changes in the metal markets have led to lower prices for world consumers, cost pressures on established producers, and employment and income reduction for firms and localities where profitable operations are no longer possible. This has generated great pressure on national and local governments to alleviate these damages, through protection of injured firms and help to unemployed workers and impacted communities. Wise policies, in response to these pressures, require that policy makers understand what has happened, and the implications for the general welfare of any palliative measures. 1 table.
