Title: Management of hazardous substances: a survey of state laws 1976-1980
Abstract: The Resource Conservation and Recovery Act (RCRA), enacted into law in late 1976, was designed to eliminate the unregulated land disposal of hazardous materials. However, it does not address the serious problem of our inadequate past waste disposal practices, many of which are now bubbling to the surface, contaminating our environment, and posing serious health risks. The US Environmental Protection Agency has issued regulations effective November 19, 1980, which set specific standards for identifying hazardous wastes and regulating the generation, transportation, treatment, storage, and disposal of these materials. Provisions of laws enacted by states from 1976 to 1980 are reviewed.
