Abstract: all the student loan programs, the Guaranteed Student Loan Program (GSLP), enacted in 1965 and amended in 1972, 1976, 1979, and 1980, is the only source of funds without a budget cap funds are made available for all eligible applicants within the annual individual maximum limits. In fact, more money has been loaned under this program than all the other programs put together. As educational costs have increased and colleges and universities have passed these costs on as tuition charges, the use of the GSLP has increased dramatically. From approximately $1.2 billion in volume in FY 1973, GSLP will total over $4 billion in FY 1981. More and more, as other sources of funds diminish, students and families rely on the GSLP for access to postsecondary education or as a vehicle for their choice of an educational institution.
