Title: Power plant upgrades take priority over new construction
Abstract: Regulatory changes, coupled with the growth of non-utility power plants, are forcing electric utilities to reconsider committing to the construction of new power plants. With many state public utility commissions refusing to allow the inclusion of new power plant construction costs in an electric utility's rate base, utilities are seeding ways to optimize existing power plants. This article addresses the two options (being considered are) repowering of plants and upgrading of plants. When new capacity is required electric utilities also consider buying capacity from non-utility power producers instead of constructing new power plants. The topics of this article include the need to repower, oil to gas conversion, advanced combustion turbines, steam turbine upgrades, coal handling and processing, and a review of actual plant upgrades.
