Title: ROLE AND FUNCTIONS OF JAPAN'S NON-HUB PORTS
Abstract: This report takes Japan as a case study and explores three sets of issues regarding the role and function of non-hub ports: how such ports are defined, where they are located, and how they differ from hub ports; the traffic served, whether the non-hub ports are declining or growing, whether they serve special niches, and how they are related to hub ports; and government policy toward non-hub ports, the contribution of these ports to the local and national economy, and the ports' degree of flexibility. Finally, the report discusses issues related to globalization and strategies for port regionalization.
