Abstract: An efficient port system is vital to the development of any coastal nation's economy. Nowhere, perhaps, is this more significant than in the Malaysian state of Sabah where a lack of internal roads has led to the development of a number of individual, coastally-based, local economies rather than an overall state economy. This article outlines the procedures followed in the development of a ports master plan for Sabah which should contribute towards the integration of the state's economy. It discusses port infrastructure, traffic forecasts, shipping patterns, port development strategies, plans and charges.
