Abstract: This paper describes two areas of substantial interest to the Office of Port and Intermodal Development of the Maritime Administration (MarAd), Port planning and Finance. The basis for MarAd's action is port development comes from the Merchant Marine Act of 1920. This Act authorizes MarAd, in its conduct of affairs with the nation's ports, to: (1) Promote; (2) Investigate; (3) Devise and Suggest; and (4) Advise. The paper discusses the role of MarAd in the development of America's Ports.
