Title: Multi-unit auctions to allocate water scarcity simulating bidding behaviour with agent based models
Abstract: Les encheres multi-unitaires sont des mecanismes interessants pour la reallocation de l'eau lorsque le regulateur souhaite racheter des droits d'eau aux usagers afin de reduire les problemes d'etiage en periode de secheresse. Mais la theorie ne fournit que les proprietes structurelles des strategies possibles des joueurs et la multiplicite des equilibres possibles rend la comparaison entre formats difficile. Les etudes empiriques et les resultats de l'economie experimentale sont rares. L'article developpe un modele de simulation multi-agents dans lequel les encherisseurs apprennent par apprentissage de renforcement (algorithme de Erev et Roth). Les auteurs demontrent que le format de type Vickrey generalise conduit, comme le predit la theorie, vers des strategies sinceres et ils calculent la performance relative des formats uniformes et discriminants sous differentes hypotheses concernant le niveau de concurrence et la structure des couts des encherisseurs. Des conclusions sont tirees sur les formats d'encheres a recommander dans le cas des encheres de droits d'eau.
