Title: Small-Scale Renewable Generation Support in Latvia
Abstract: Net metering and net billing are electricity policies that enable grid-connected prosumers (homes or businesses that own a photovoltaic or other generation technology connected to the grid) to offset some or all their electricity consumption and get paid for excess energy injected into the grid. This article analyses the situation and rules for connecting small-scale distributed generation to the power system in Latvia. We compare several cases, taking into account the existing situation in Latvia. The basis for the developed proposal to improve the considered rules lies in the transition to billing based on the cost of energy produced or consumed instead of billing based on its amount.
