Title: Research and Practice: History and Functions of NZCER'S Early Childhood Unit
Abstract: The New Zealand Council for Educational Research (NZCER) was established in 1934. In response to social and demographic changes an Early Childhood Unit was developed during the 1970s. This paper records the role of NZCER in research into early childhood education and care. Certain trends are identified: a commitment to policy and practice, service to all forms of early childhood education in New Zealand, and a research orientation towards the social contexts in which early education and development occur. The staff have always worked closely with early childhood groups, and associated conferences and committees. A key issue considered is whether research can make a difference to policy and practice in early childhood care and education.
