Few, if any, exact technologies of teaching exist; some goals are competitive, while others are interactive; and decisions made by many individuals at each level of the educational hierarchy affect students' access to and consumption of school resources.2 Individually and collectively, these decisions influence student performance, often prescribing the potential as well as the limits of educational productivity.
